after speaking, in the last issue of Reggio Municipality, the crisis that affects our people and our economy, this time, unfortunately, we talk about us .
We talk about the crisis that affects the resources of the Italian municipalities and also the City Reggio Emilia. Crisis of resources, revenue, but also severe constraints posed by the Finance Act and the Stability Pact that the central government is imposing mayors, regardless of how they carried out their work.
You will have seen on television and in newspapers as the first citizens of small and large communities of North and South, we are opposing, but with responsibility firmly at the prefects, the government and President Napolitano, trying to to change measures: requiring at least that there is equity, taking account of those who have managed the resources, such as Reggio Emilia, because can use the money in cash, which instead is now prevented.
We are all ready to do our part, but beyond a certain limit should be clear that the "public service" no longer exists . As formulated, this maneuver will be very heavy and will fall right on everything Reggio Emilia is what most: our public services .
fall on preschools and primary schools, social services, on the disabled of all ages and the elderly will fall on services to health, and give the final blow to public transport on which our country has never seriously invested .
Under these conditions a solution to continue providing some services there is: to increase the rates. An obligatory step that the mayors will have to do reluctantly, but it is clear to all that is good that they be fishing in the pockets of everyone, not that of the Municipality.
Under these conditions, moreover, there is a big risk, to leave only the weakest, an increase of social unease and insecurity throughout our community. As mayor of the port Reggio Emilia responsibility to engage all the way because our country does not take this direction and to defend the history of Reggio Emilia, whose essence is the very strong public service and quality. But I wanted to write in an open to citizens and towns, why is their awareness at this stage of the administrative life of the city.
In Reggio Emilia there is no waste that can be cut to cover the damage caused by this maneuver .
